Beijing / Hong Kong [22 April 2025 ] The Capacity-building Alliance of Sustainable Investment (CASI), in partnership with the Climate Action Center of Excellence (CACE), released a new module to support global understanding and operationalization of international carbon markets under the Paris Agreement.
Module 3: Article 6 Implementation and Operationalization is now available on the CASI Academy platform. This module provides a detailed exploration of the mechanisms established under Article 6 of the Paris Agreement, covering both cooperative approaches (Article 6.2) and the centralized crediting mechanism (Article 6.4). It introduces governance frameworks, the processes for generating and authorizing emission credits, and their real-world applications, along with key procedural components such as reporting, registry requirements, and corresponding adjustments.
The module also addresses critical elements including governance structures, fee mechanisms, the involvement of financial institutions, and connections to global offsetting initiatives—such as aviation initiatives like CORSIA—while ensuring alignment with sustainable development objectives. Serving as a foundational resource, it enables stakeholders to effectively engage with evolving carbon markets and support the achievement of Nationally Determined Contributions (NDCs). By presenting the operational intricacies of Article 6, the module supports efforts to enhance transparency and accountability in climate finance, serving as a useful resources for policymakers, market participants, and climate professionals.
“The transition to a net-zero economy depends on how well we build capacity in emerging markets, where the greatest opportunities for climate finance lie,” said Dr. Ma Jun, Chairman of CASI and President of the Institute of Finance and Sustainability (IFS). “This new module on Article 6 reflects the Academy’s mission to bring cutting-edge knowledge to where it is most needed, enabling countries to engage meaningfully in carbon markets and accelerate the shift to low-carbon development.”

A Platform for Ongoing Learning and Collaboration
The release of Module 3 is part of CASI Academy’s strategy to provide up to 100 hours of content on sustainable investment by the end of 2026 in line with the G20 Technical Assistance Action Plan (TAAP). The platform currently offers courses covering climate risk, sustainable finance taxonomies, sustainability disclosures, and more.
Looking ahead, CASI and CACE plan to expand their collaboration by co-developing advanced modules on scaling Article 6 implementation and deepening carbon market readiness in developing economies. CASI also welcomes collaboration with other partners, including CASI’s members and the wider CASI network, to co-create course content and strengthen global capabilities in sustainable investment and development.
